SaaS pricing for HR technology companies

HR software charges per employee per month (PEPM), which made sense when a workforce was a headcount. We rebuild pricing for human capital management (HCM), payroll, workforce management, learning and employee experience platforms so your price reflects what the software does, not how many people it does it for.

Where HR software pricing breaks

Your price is tied to your customer's headcount, and so is every competitor's. That makes you easy to compare and easy to discount. It also ties your revenue to a number that automation is already shrinking.

COMMON CHALLENGES

Your revenue rises and falls with your customer's headcount
Charging per employee ties your revenue to how many people your customer employs. When they cut headcount or automate roles, your revenue falls with theirs.
When everyone charges the same way, you compete on the number
HR software is priced almost exclusively per employee per month, so buyers can compare you like for like. Your reps have nothing left to defend but the number, and discounts of 25 to 40% off list are routine on new deals.
VendorBenchmark, 2026.
Your buyer finds out the real price last
Enterprise HR contracts carry 15 to 25 separately priced modules, and implementation adds 30 to 150 percent to the first year's cost. By the time it all surfaces, they’d spent weeks evaluating the product based on a price that wasn’t the final price.
VendorBenchmark, 2026. TechnologyAdvice, 2026.
Your customer’s workforce now includes AI agents
Forrester expects the top five human capital management platforms (HCM) to manage AI agents alongside people this year. Charging per employee gives you no way to price a worker who isn't one.

Where We Help

How we help HR technology companies

Contact Us  →
01
Discover & diagnose
We dig into your sales, product, customer and market data to find where value is created and where revenue leaks — including which accounts pay far more or less than the value they get.
02
Design & validate
We build the model with your team and test the impact customer by customer. Your price tracks what the software does rather than your customer's headcount, and your reps have something to defend besides the number.
03
Deliver & align
We build buy-in across sales, product, finance and leadership while the model takes shape, then hand over the playbook — with pricing your team can hold when the buyer arrives with competing quotes.

Our HR tech pricing playbook
Learn Our Method →
Pricing that doesn't depend on your customer's headcount
Charging per employee ties your revenue to your customer's hiring. We find what else grows when they get more from the product, and build that into the model alongside it.
A price your sales team can defend under pressure
When every competitor charges the same way, price is the only thing left to negotiate. Every price point comes with the analysis behind it, so your team is answering a benchmark with evidence rather than instinct.
Deals that don't stall on the price
Modules and implementation fees that appear late slow the deal or lose it. We work out what belongs in the price and what genuinely sits outside it, so the number your buyer sees first is the number they pay.
A price for a workforce that isn't all human
AI agents are increasingly taking on work your customers currently hire people to do. We work out what you charge when a worker is not an employee.
Moving your existing customers without losing them
Repricing existing customers is where most pricing changes fail. You get a migration plan by segment before anything changes.

HR tech sub-sectors

The pricing problems we see across HR technology sub-sectors

01
Learning management systems (LMS)
Charge per registered learner and you bill for people who never log in. Charge per active learner and you decide what counts as active, which buyers are increasingly questioning before they sign.
D2L, Thinkific, 2026.
02
Employee engagement and recognition platforms
You get paid whether employees use the platform or not. That works until renewal, when the buyer divides your invoice by the number of people who actually logged in.
03
Core human capital management (HCM) and payroll systems
15–25 modules, each priced per employee. Your own team struggles to quote the total, and the buyer discovers it in stages.
VendorBenchmark, 2026.
04
Workforce management tools
Your customers run hourly workforces with high turnover and seasonal swings. Charging per employee means your revenue moves with their staffing calendar.
05
Onboarding and hiring software
Priced per employee per month for a product that touches each person once. You bill for a workforce that was onboarded years ago.
06
Benefits and compensation software
Priced on everyone eligible, while the work concentrates in one enrolment window a year. The rest of the year, the buyer is paying for a system that barely gets used.

HR tech pricing models

Which pricing model fits HR software?

Almost every HR platform charges per employee per month. The alternatives exist, and the question is which one matches what your product actually does for the customer.
Per employee (PEPM)
Per active user
Base fee plus PEPM
Flat fee by band
What you charge for
Everyone on your customer's payroll
Only the people who log in during the month
A platform fee plus a rate for each employee
One price for a range of headcount
Where we see it work
Products the whole workforce touches, like payroll and core records
Learning and engagement platforms with uneven usage
Products with real fixed costs to cover before the first employee
When your customers cluster at similar sizes, and usage barely varies between them
Where it breaks
Your revenue falls whenever your customer cuts staff
You own the definition of active, and your buyer will challenge it
Your buyer compares the per-employee rate and ignores the base
Too expensive for your smallest customers, too cheap for your largest

FAQ

Questions from HR technology leaders

Read the full FAQ →

Has Pricing I/O worked with HR technology companies?

Yes — human capital management (HCM) and payroll, workforce management, learning management, employee engagement, benefits administration, and onboarding. Our client Deputy increased revenue 15% in under nine months, doubled annual plan signups, and came in 75% under their churn target.

What should HR software charge for instead of headcount?

It depends on what your product does. The test is whether the metric grows when your customer gets more from the software, rather than when they hire. A learning platform might charge for courses completed, a workforce platform for shifts scheduled, an engagement platform for participation. Whatever it is, your customer has to be able to see the number themselves.

Is per employee per month (PEPM) still the right model for HR software?

For products the whole workforce touches, usually yes — buyers understand it and budget against it. The problem is that everyone uses it, so you are compared on the rate alone, and your revenue falls whenever your customer cuts staff. Most companies keep PEPM as the base and add something that reflects what the product actually delivers.

How should HR software price AI features?

Not as a line item on top of per employee per month (PEPM). Most of the market is heading that way, and buyers are already pushing back. Price what the AI does. If it replaces work a person did, the question is what that work was worth — and if your customer's workforce is about to include AI agents, you need a price for a worker who is not an employee. More on pricing AI products.

How do HR software companies avoid competing on price alone?

Change what the buyer is comparing. When every vendor quotes per employee per month, the only variable left is the rate. A different value metric, or a package built around outcomes rather than modules, gives your team something to argue other than the number — and gives the buyer a reason to accept it.
